Definition
Under the supervision of the District Office Manager or Manager Statewide Services or other Supervisory Officer, Commission for the Blind and Visually Impaired, Department of Human Services, administers the work programs and directs the staff of allied services engaged in carrying out the Commission's programs of medical eye care, visual restoration services, rehabilitation teaching, mobility instruction, social services, and para-professional services; does related work as required.
Examples of work
Accepts major responsibility for the supervision of the Allied Services Unit of a District Office. Responsible for assignment of clients to appropriate staff including development of individual client service plans and establishment of eligibility and periodic case reviews as required by policy. Supervises the Intake Unit Gives suitable assignments and instruction to professional staff of the Allied Services Unit, supervises the performance of their work, and solves, with consultation if needed, personnel problems within the district office. Assists the District Office Manager in completing schedules, prepares materials for and conducts staff conferences in training sessions designed to keep the direct services staff aware of actual and potential community resources of new trends and thought in the broad field of services to the blind and visually impaired and of new policies and procedures of the Commission for the Blind and Visually Impaired. Plans for the ongoing training of staff in addition to that training provided by the Commission's training unit. Assists the District Office Manager in planning and supervising the carrying out of the program of services, including home instruction, mobility instruction, social services, eye health services, and para-professional services. Collaborates with the Office of Statewide Services for the blind and visually impaired to ensure clients in the district office receive services as dictated by individual client service plan. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring and firing, promoting, demoting and/or disciplining of employees. Assists and collaborates with the staff of Central Office in the development of policies, information systems, and related fiscal reporting. Assists in the public relations and information program of the Commission. Acts in the place of the District Office Manager in their absence as may be required. Recommends authorization for Purchase of Services for clients. Drafts correspondence in connection with the allied services program. Prepares clear, sound, accurate and informative statistical program progress and other related reports containing findings, conclusions and recommendations. Supervises the maintenance of the essential records and files.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Ability to acquire a thorough knowledge and familiarity with the laws of New Jersey and standard objectives, procedures, regulations, and policies of the Commission for the Blind and Visually Impaired pertaining to interpretation and application in accordance with predetermined procedures. Thorough knowledge of the psychological, economic, vocational, employment, educational, and other problems of persons who are blind or whose sight is seriously impaired and of the service needs of these clients. Wide knowledge of visual disorders and eye pathologies. Ability to acquire a wide knowledge of the theory, principles, methods, and techniques of modern services to the blind and visually impaired to include rehabilitation, orientation and mobility, medical eye care, etc. Ability to acquire a thorough knowledge of the common services of the Commission for the Blind and Visually Impaired. Thorough knowledge of the study materials, information, and other resources available in remote communities in order to meet the needs of the blind and visually impaired clients of the Commission. Thorough knowledge of and the prospective techniques and devices useful in interviewing handicapped persons, perspective employers, educators, and those interested in or concerned with the guidance, training, and eventual placement of the handicapped. Ability to plan and organize the carrying out of appropriate and feasible service plans to meet the needs of blind and visually impaired clients of the Commission. Ability to organize an assigned supervisory field office and staff and develop effective work methods. Ability to encourage and to secure effective operation with the various offices and resources of the Commission. Ability to prepare statistical reports and other reports containing findings, conclusions, and recommendations. Ability to assign, instruct, and supervise the work performance of Commission staff engaged in the various allied services. Ability to prepare correspondence in the course of official duties. Ability to prepare clear technically sound, accurate, and comprehensive statistical financial progress or other reports containing findings, conclusions and recommendations. Ability to supervise the maintenance of the essential case materials, records and files. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of the position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in work involving services to the blind or visually impaired in the area of vocational rehabilitation education or related area including a social service agency. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a Master's degree from an accredited college or university in Social Work, Psychology, Public Administration, Guidance, Rehabilitation Counseling, or a related field; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
