Definition
Under close supervision of a supervisory official in a state department, institution, or agency assists in planning, developing, and implementing the statewide substance use disorders and other behavioral issues treatment and/or prevention efforts; does related work as required.
Examples of work
On a local, regional, and statewide level, offers guidance, assistance and instructional materials to organizations in the development of local treatment programs and in the organization and planning of preventive education programs substance use disorders and other behavioral issues. Promotes the objectives of the program in school systems, local and county institutions, professional groups, service organizations, social agencies, and individuals. Organizes, develops, and conducts surveys on the subject of substance use disorders and other behavioral issues in an assigned area of the state. Conducts visits to treatment and/or prevention programs to evaluate the progress being made toward the objectives of the program. Attends meetings of communities and/or local organizations. Visits communities to assist in the identification of local substance use disorders and other behavioral issues; surveys the situation and analyzes their needs. May develop training programs in the field of substance use disorders and other behavioral issues for teachers, students, school administrators, professionals, paraprofessionals, and lay people. May attend regional or statewide conferences and visits. May visit other prevention, treatment centers and/or county programs statewide. Prepares correspondence and reports in the course of official duties. Prepares clear, sound, accurate and informative program reports, containing findings, conclusions, and recommendations. Maintains necessary records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Ability to interpret and apply state and department rules and regulations concerning federal and state aid to programs in the field substance use disorders and behavioral health. Ability to plan and develop state, county, and local programs in the field of substance use disorders and behavioral health. Ability to prepare instructional material as guidelines for local communities, agencies, and interested groups. Ability to comprehend, analyze, and interpret basic laws, regulations and department regulations, policies, standards, and procedures and apply them to specific situations in accordance with established procedures. Ability to collect and interpret program data. Ability to conduct visit and present technical information to individuals and groups. Ability to participate in meetings, obtain information, and present ideas concerning program objectives. Ability to prepare correspondence, reports, and other statements as needed. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience in treatment, rehabilitation, and preventive education in the field of substance use disorders and other behavioral issues and/or providing technical assistance to state, county, or municipal governments in the development of such programs. OR Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
