Definition
Under direction of a supervisory official in a state department, institution, or agency, plans and develops programs for the rehabilitation and prevention of substance use disorders and other behavioral issues; provides technical assistance for the development of treatment, rehabilitation, and preventive education programs at the local level; does related work as required.
Examples of work
On a local, regional, and statewide level, offers technical guidance, assistance and instructional materials to organizations in the development of local treatment programs and the organization and planning of preventive education programs substance use disorders and other behavioral issues. Promotes the objectives of the program in school systems, local and county institutions, professional groups, service organizations, social agencies, and individuals. Attends meetings of communities and/or local organizations. Assists communities in the identification of available technical and financial aid availability. Visits communities to assist in the identification of local substance use disorders and other behavioral related issues; surveys the situation and analyzes their needs. Is available for speaking engagements and attends private conferences to communicate the State priorities and its resources, and/or to outline best practices in terms of substance use disorders and other behavioral issues and/or treatment thereof. May attend regional or statewide conferences. Conducts site visits to prevention and/or treatment programs to evaluate the progress being made toward the objectives of the program. Attends, participates, and assists in the development of conferences or conventions of professional groups and social agencies in the area of substance use disorders and behavioral health. Assists in the development of training programs, in the field of substance use disorders and other behavioral issues for teachers, students, school administrators, professionals, paraprofessionals, and lay people. Prepares correspondence and reports, in the course of official duties. Maintains necessary records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge in the field of substance use disorders and behavioral health. Knowledge of existing programs in substance use disorders and behavioral health. Knowledge of the criminal, correctional, and mental health laws related to the parole and treatment of individuals with substance use disorders and behavioral health-related issues. Knowledge of existing programs and technical resources in the field of substance use disorders and behavioral health. Knowledge of current psychology, psychiatry, and sociology as applied to the areas of substance use disorders and behavioral health. Ability to comprehend, analyze and interpret the laws, regulations, and policies of the State and the department concerning substance use disorders and behavioral health services and apply them to specific situations in accordance with established procedures. Ability to plan and develop state and local programs in the field of Substance use disorders and behavioral health. Ability to attend and participate in conferences, seminars, and workshops dealing with substance abuse disorders and behavioral health. Ability to prepare instructional materials as guidelines for local communities, agencies, and interested groups. Ability to conduct visits to present technical information to individuals and groups. Ability to work harmoniously with supervisors, other personnel, and representatives of professional and other groups. Ability to prepare correspondence, reports, and other statements as needed. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in treatment, rehabilitation, and preventive education in the field of substance use disorders and other behavioral issues and/or providing technical assistance to state, county, or municipal governments in the development of such programs. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in Social Services, Social Work, Public Administration, or Public Health; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
