Definition
Under direction of a supervisory official, in a state department, institution, or agency, organizes, coordinates, supervises, and evaluates all phases of community treatment, rehabilitation, and preventive education programs for substance use disorders and other behavioral issues; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does related work as required.
Examples of work
Serves as liaison between private and government agencies working in the field of substance use disorders and other behavioral issues in a specific community, county, or region of the state. Organizes and directs programs of orientation, education, and training for personnel of public and private agencies dealing with persons who have substance use disorders and other behavioral related issues. On a local, regional and state-wide level, provides technical guidance and assistance and instructional materials to organizations and develops prevention and treatment programs for substance use disorders. Attends and participates in state-wide, regional, county and other meetings as needed. Assists communities in the identification of technical and financial assistance availability from private, state, and/or federal agencies. Informs communities of the availability of education aids such as films, literature, and social statistical research. Visits communities to assist in the identification of local addiction related issues and specific needs. Is available for speaking engagements and attends private conferences to communicate the State priorities and its resources, and/or to outline best practices in terms of addictions, prevention, and/or treatment. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Attends regional, statewide, and national conferences. Conducts site visits to local, county and statewide prevention or treatment programs. Attends, participates, and leads in the development of conferences and conventions of professional groups and social agencies working in the area of substance use disorders and behavioral health. Prepares correspondence in the course of official duties. Prepares reports and correspondence as directed, and assesses current efforts being made by local communities and the State; prepares findings, conclusions, and recommendations for the improvement or expansion of programs. Maintains essential records, reports, and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge in the field of substance use disorders and behavioral health. Knowledge of the criminal, correctional, and mental health laws related to the parole and treatment of individuals with substance use disorders and behavioral health-related issues. Knowledge of existing programs in substance use disorders and behavioral health. Knowledge of current psychology, psychiatry, and sociology, as applied to the areas of substance use disorders and behavioral health. Ability to interpret and apply state and department rules and regulations concerning federal and state aid to programs in the field of substance use disorders and behavioral health. Ability to utilize state and local programs in substance use disorders and behavioral health. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to attend and participate in conferences, seminars, and workshops dealing with substance use disorders and behavioral health. Ability to assign, train, and supervise staff to ensure their proper development into a working team. Ability to relate effectively to the professional disciplines in mental health, social work, education, and law enforcement, and with the judiciary. Ability to develop and administer rules and regulations for the purpose of program control and guidance. Ability to provide technical advice and assistance to local communities, stake-holders, and other agencies and groups concerned with substance use disorders and behavioral health. Ability to prepare correspondence in the course of official duties. Ability to develop and implement programs and to prepare narrative and evaluation reports containing findings and recommendations. Ability to maintain essential records, reports, and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in treatment, rehabilitation, and preventive education in the field of substance use disorders and other behavioral issues and/or providing technical assistance to state, county, or municipal governments in the development of such programs. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in Social Services, Social Work, Public Administration, or Public Health; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
