Definition

Under the general supervision of an Employment Supervisor or Manager, in the Department of Labor leads a team of Interviewers and support staff providing employment-directed services to jobseekers in a One-Stop Career Center; schedules staff activities, assigns work, and makes recommendations to supervisor on staffing and operations; does other related duties as required.

Examples of work

Serves as the team leader responsible for delivering employment-directed services to jobseekers in a customer-focused and responsive manner. Assigns caseload to Interviewers. As necessary, present standardized jobseeker information to groups regarding a wide variety of job search topic/issues Maintain a calendar of staff activities within the unit to ensure staff coverage of scheduled workshops. Develops procedures based on local, state, and federal policies; may recommend local policies based on interpretation and/or applicability of state and federal guidance. Ensures that customer information and records are secure and filed according to retention and storage protocols. Routinely reviews productivity goals and alerts supervisor when goals are not being met and recommends solutions. Takes the lead and checks the work of Interviewers and Interviewer Aides in the unit to ensure consistency and compliance with policies, procedures, and guidance. Ensures that the unit is responsive to employer requests for qualified and dependable referrals to open job orders. Shares observations and provides feedback to Employment Supervisor on staff professional development, disciplinary action, career progression, work assignments, and process improvement. Delivers one-on-one job search assistance that includes providing customers with a comprehensive assessment, employability plan, and referral to appropriate services. Reviews, updates and presents standardized jobseeker information to groups at workshops such as Reemployment Orientation, Reemployment and Eligibility Assessment, Jersey Job Club, General Assistance GA-28 Day Reporting Protocol. Matches jobseekers to job openings/recruitment events based on the interests, education, skills, and abilities of jobseekers using professional expertise acquired on-the-job, knowledge of local labor market conditions and assisted by technology tools. Ensures that Interviewer work is appropriately documented and entered into the One-Stop Case Management System. Prepares programmatic reports for supervisor/manager. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of industry and occupation codes, and other reference material. Knowledge of the basic laws, regulations, policies, standards, and procedures affecting the Employment Service program in particular and Workforce Operations and Business Services in general. Knowledge of the specific problems of the local Employment Offices and of the community and other resources available for their alleviation. Knowledge of procedures, materials, and methods used in personnel interviewing, selection, and referral. Knowledge of economic conditions within the area covered by the local Employment Office and of general conditions throughout the state. Knowledge of the duties and responsibilities allocated to team staff. Ability to acquire the knowledge of the problems involved in leading persons of varied education levels, abilities, and backgrounds Ability to organize assigned team and technical work and develop appropriate work methods. Ability to give instructions and lead the assigned team. Ability to analyze and interpret reports. Ability to help plan, oversee, and evaluate general and specialize Employment Service programs and to prepare sound recommendations for needed new methods, revisions, and changes in operating procedures. Ability to represent the office at meetings and conferences. Ability to establish cooperative working relationships with employees and others interested in employment problems. Ability to organize the work of the several units comprising a local Employment Office. Ability to determine the need for, develop, and carry on appropriate staff training programs and to prepare evaluations of programs and personnel. Ability to make critical analyses of the Employment Service program and propose actions necessary to correct unsatisfactory conditions and improve the quality of service. Ability to assist in the preparation of the Employment Service workload budgets and plans of action to merit Employment Service workload allocations. Ability to prepare clear, technically sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations. Ability to prepare correspondence relating to the Employment Service program. Ability to supervise the establishment and maintenance of extensive technical and other records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in an employment program involving the interviewing of applicants seeking employment, order taking, employer relations, referral, and placement activities. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
