Definition

Under the direction of a supervisor within the Division of Unemployment Disability Insurance, Department of Labor and Workforce Development, assists in the administration of regular or special programs of the Division, including, but not limited to: preparing, processing, and paying claims for unemployment compensation; directing applicants to appropriate claimant or placement units; general record keeping and filing; does related work as required.

Examples of work

  • Provides information in person or over the telephone to the public concerning the Unemployment Insurance program.
  • Assists Claims Examiners in their duties.
  • Checks reports, applications and other documents for duplication, accuracy, completeness and compliance with law and procedure.
  • Reviews claim forms for completeness and accuracy. Explains or answers questions on the procedures for filing new and continued unemployment claims under the various programs to help the claimants understand the procedures and their rights and responsibilities under the law. Explains basic laws, rules, and regulations governing eligibility for benefits.
  • Provides information, in person or over the telephone to the public concerning the Unemployment programs.
  • Assists claims examiners in the performance of their duties.
  • Reviews base year employment history on claim form and records industry code and registration number of employers; prepares request for wage and separation information where applicable and, mails to employers. Where local office on line payment system (LOOPS) applies, enters claim on computer terminal, including claimant and employer information for wage and separation information form to be sent to employer.
  • Computes and/or assists others in computing monetary determinations for claimants with multiemployer cases using learned principles, regulations, and manuals to fix the rate of benefits and employer charges.
  • Interviews claimants, explains monetary entitlements; refer to claims examiner if eligibility issue arises; assigns claimants regular reporting day and time and instructs on procedure for continued reporting.
  • May conduct group Benefits Rights Interview, explaining claimants their rights and responsibilities under the UI law.
  • Process continued claims; review claims for completeness and accuracy, make proper notations on claimant record files, prepare pay order and transmit to proper unit for issuance of check.
  • Complete reports relating to daily closing transactions. Complete proper routine for redeposit of incorrect or undeliverable checks
  • Forward claimants record to claims examiner for eligibility determination in those cases where information supplied by claimant appears to be inaccurate or insufficient to pay benefits.
  • Prepare statistical reports.
  • Make adjustments on claims where incorrect payment has occurred. Complete entries for credit refund, based on prior position of refund due.
  • May input documents into the local office on line payment system (LOOPS).
  • May audit figures by comparing records of dates and amounts with computer records to determine correct figures. Serves as a resource person for LOOPS or audit.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Two (2) years of clerical experience, one (1) of which shall involve interpretation of rules and regulations, and insurance claims or benefits payment or job placement operation for public or private sector organization.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the regulations and procedures for performing monetary determinations on both single and multiemployer claims, and the ability to render technical assistance to subordinates working in this area. Knowledge of computation of benefits under the various special programs. Knowledge of the provisions of the New Jersey Unemployment Compensation Act (UCX), the Unemployment Compensation Act of Federal Employees (UCFE), Disaster Unemployment Assistance (DUA), Trade Readjustment Act (TRA), Combined Wage Claim (CWC), Extended Benefits (EB), and interstate laws and procedures as they relate to unemployment claims allowances and other new programs intermittently administered by the federal government after a period of training. Knowledge of the local office on-line payment system (LOOPS) after a period of training. Ability to deal with the public, acquire information and explain agency services. Ability to perform calculations (add, subtract, multiply, and divide) and avoid errors, keep records, and to check calculations performed and recorded by others for accuracy. Ability to understand procedures and regulations of the various programs of the division, and apply them to coordinate specific activities of an assigned unit. Ability to clearly explain instructions and regulations. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
