Definition

Under the direction of a supervisory officer in a State department or agency, supervises personnel responsible for the receiving, safeguarding, recording and depositing of all remittances received in the form of cash, checks, and money orders; does related work as required. EXAMPLES OF WORK Supervises, the preparation of clear, sound, accurate and informative reports for funds receipt. control purposes and furnishes the data to the Receivables Control Unit, the Office of the Budget and the Accounting Records Unit for required recordkeeping and financial statements. Supervises the preparation and control of the bank transmittal for funds deposited in accounts controlled by the Department or agency and of the transmittal of funds which are sent to the Department of Treasury. Maintains records and fifes according to good accounting procedures. Devise methods and procedures for the efficient and expedient processing of returned tomb. Coordinates and expedites the flow of work resulting from peak periods during the month of remittances to meet established time schedules. Prepares the more difficult and complex technical correspondence on remittance matters and inquiries. Assigns and instructs employees of the unit and supervises and evaluates the performance of their work. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Meets with hank representatives when problems arise pertaining to deposit of and the accounting fur remittances, the processing of dishonored checks, and other related financial matters. Confers with vendors, donors, and clients on matters pertaining to funds collected by the Department or Agency. Works directly with Treasury Department when discrepancies occur in deposits made by Department or Agency. Appears as witness on behalf of the State in Court and at Administrative Hearings. Provides training to employees supervised. May he required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Considerable knowledge of the problems involved in supervising a staff in the receipt, safeguarding, and deposit of remittances made by vendors. Considerable knowledge of the problems which arise in conferring with vendors and/or their representatives with reference to remittance matters and related problems in vendor accounts. Considerable knowledge of modern business methods and procedures and their application. Basic knowledge of the principles and procedures of accounting and ability to learn to use electronic data processing systems. Basic knowledge of the procedures useful in compiling training material and in giving training to employees as may be required. Ability to assign and instruct unit employees, provide them with advice and assistance when difficult and unusual problems arise, and check their work to see that proper procedures are followed, that reasonable standards of workmanship and output are maintained, and that desired objectives are achieved. Ability to coordinate the flow of work resulting from peak periods in order to meet established time schedules. Ability to analyze the more difficult and complex problems which arise in accounts in order to correct or adjust discrepancies. Ability to work with associates, subordinates, and with individuals and groups concerned with the collection provisions of the Department or Agency. Ability to utilize approved training procedures and methods and to train unit employees . Ability to draft and supervise the preparation of correspondence concerned with remittances. Ability to prepare clear, sound, accurate and informative financial, statistical and other statements and reports of unit activities containing findings, conclusions and recommendations. Ability to supervise the maintenance of extensive records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication. Note

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in the receiving, safeguarding, and accounting of large sums of money, one (1) year of which shall have included supervisory responsibility. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience, one (1) year of which shall have included supervisory responsibility.
