Definition
Under direction of a supervisory official in the Department of Education or other state institution or agency, supervises activities designed to upgrade the levels of service provided by district boards of education in pupil transportation; conducts analysis and evaluation of pupil transportation systems; supervises the servicing of computerized routing systems; organizes and conducts training workshops; does other related duties as required.
Examples of work
Assumes responsibility for analysis of pupil transportation systems to determine feasibility of computer scheduling. Evaluates applications for computer grants. Evaluates existing computer programs. Serves as liaison between the Bureau of Pupil Transportation and the Educational Services Commission and transportation cooperatives. May assist the manager in developing training manuals and materials for county offices and district boards of education. May assist the manager in implementing and providing training workshops to district boards of education and county offices. May assist the manager in developing and implementing a computer program to be used by county transportation personnel on their in- use computer. Supervises training of new transportation specialists and county transportation personnel in developing necessary skills and techniques related to pupil transportation. Supervises work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Ability to apply policies, procedures, statute, code, state forms, operations, and audits governing pupil transportation operations. Ability to utilize techniques for analyzing and evaluating pupil transportation systems, and to evaluate improvements and developments in pupil transportation operations. Ability to analyze applications for computerized routing and scheduling, bus routing techniques, and operating methods used to fully utilize available resources necessary to conduct successful inservice training of district transportation supervisors and county transportation personnel. Ability to evaluate data and provide instructions for computerized school bus routes. Ability to conduct training for new transportation supervisors and county transportation personnel in developing necessary skills for proper record keeping. Ability to coordinate and manage transportation safety guidelines programs and procedures for use in public and private schools. Ability to provide guidance to district personnel in orientation procedures for changing from manual to computerized routing systems. Ability to conduct research within pupil transportation computer systems. Ability to coordinate with various school officials in reviewing possibilities for district computer programming of bus fleets. Ability to coordinate bureau efforts with school county superintendents in studying and evaluating individual transportation systems with regard to bus routes, time schedules, equipment, methods of purchase, bidding procedures, pupil safety, and other factors. Ability to prepare and direct preparation of correspondence and reports. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the operation of a pupil transportation system which shall have included three (3) years of computer routing and scheduling or state and county experience in the review, approval, or auditing of local transportation systems. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience which shall have included three (3) years of computer routing and scheduling or state and county experience in the review, approval, or auditing of local transportation systems. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
