Definition

Under the direction of the Assistant Head, Records Management Services, Division of State Library, Archives and History, Bureau of Records Management Service, Department of State, assists in the review, analysis and appraisal of the current records management procedures, organization and performance, and assists in the preparation of recommendations for changes and/or revisions therein, in accordance with law, rules and regulations promulgated by the State Records Committee; does related work as required.

Examples of work

Analyzes records and forms analysis programs and activities, evaluates their administration, objectives, efficiency, effectiveness and suitability to current conditions, costs and accomplishments. Determines whether records and forms analysis activities are carried out economically and effectively. Plans, conducts and develops analytical studies to aid implementation of records and forms analysis systems for departments and agencies. Assists in the establishment and implementation of policy guidelines for the records analyst staff and for a complete and effective records management program. Under the general direction of the Assistant Head Bureau, Records Management Services, supervises the State records and forms analysis program. Provides the Assistant Head, Records Management Services, with information regarding records management practices and the need for possible statutory changes. Assesses modern records management ideas and approaches; keeps agencies informed of advanced records management practices and developments. Assists in administrative planning, in organization, administrative and procedural studies and in capital planning. Assists in the preparation of detailed analysis of the effect of actual or proposed legislation upon the work of the bureau. Prepares clear, accurate, technically sound, and detailed reports containing findings, conclusions and recommendations. Supervises the maintenance of the essential records, reports and files.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Ability to assist in the supervision of a forms control program for the State. Ability to assist with policy guidance and the preparation of records retention schedules, outlining the essential steps to be taken in the formation of a records management program. Ability to make and supervise field investigations on matters relating to records management. Ability to plan, carry out, and supervise assigned investigations, surveys, studies and research activities and report thereon. Ability to prepare clear, sound, accurate and informative reports on records management practices containing findings, analyses, conclusions and recommendations. Ability to supervise the maintenance of the essential records and files. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience involving records management in a government agency or business establishment, one (1) year of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. OR Possession of a master's degree in public administration, business administration, economics, finance, accounting, history, or library science from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
