Court executives run the non-judicial side of a vicinage or of a division within one: staff, budget, facilities and case flow, the operations a presiding judge does not manage personally. The number and the letter mark the level and the size of the operation.
The trial court administrator is appointed by the Administrative Director after consultation with the assignment judge and with the Chief Justice's approval, and the executive titles beneath that role are filled the same way. None of it involves an eligible list.
