Definition
Under the direction of a Director in the Facilities area at a state college, as the principal assistant to the Director, assists in the administration of a single objective program or unit; supervises one or more sections of the unit or program; does related work as required.
Examples of work
Assists in establishing and evaluating unit programs and goals; develops policies and procedures in accordance with college policies and objectives. Prepares or supervises the preparation of reports and studies containing findings and recommendations. Reviews data and prepares the program or unit budget; monitors expenditures, evaluates spending patterns, and recommends approval or disapproval of expenditure requests. Develops proposals for soliciting private and public funds to meet and/or expand program objectives, activities, and services. Evaluates program operations and performance; recommends changes as required, Administers and interprets applicable federal, and/or state laws, and regulations affecting the unit; formulates resultant policies and procedures. Supervises the work operations, and/or functional programs, and has responsibility for employee evaluations, and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Advises students and parents regarding activities and services; provides guidance and assistance when unusual problems occur. Compiles and summarizes statistical and other data for the Director. Consults with the Director to resolve problems or concerns of the unit or program. Establishes and maintains liaison and cooperative working relationships with college administrators, faculty and staff, students, and student organizations, government and private agencies, and/or the public to accomplish program or unit objectives. Maintains integrity and confidentiality in section and program operations. Develops public relations materials. Participates in conferences, seminars, or meetings; represents the Director as required. Initiates and plans conferences, seminars, and workshops. Prepares or supervises the preparation of detailed correspondence. Serves or represents the Director on ad hoc and standing committees. Supervises the establishment and maintenance of essential records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Ability to effectively supervise subordinate staff, develop performance standards, provide performance evaluations, and recommend personnel actions. Ability to establish liaison and maintain cooperative working relationships with other staff or organizations. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in facility management experience in overseeing all aspects of property and equipment management including landscaping and housekeeping, and recommending solutions for all operational issues. OR Possession of a Bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a Master's degree; and two (2) years of the above-mentioned professional experience. OR Possession of a Ph.D or Ed.D degree; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
