Every rule of the Merit System Board or the Department of Personnel that was in force on 30 June 2008 stayed in force. They change only when this title changes them, or when the Civil Service Commission, the State Treasurer, the Commissioner of Health, the Commissioner of Human Services or another appropriate authority acts. So the body that issued a rule and the body that can now amend it are frequently not the same, and a rule bearing an old attribution is not for that reason out of date.
