When the Civil Service Act replaced the old Department of Civil Service, this chapter moved its functions, its rules and its pending matters to the new Department of Personnel, and preserved everything already under way so that no appeal or examination fell through the gap. Later amendments renamed the Merit System Board as the Civil Service Commission and abolished the Department of Personnel outright. Most of the chapter is of historical interest now, with one exception: 11A:11-2 is still named as enabling authority in the authority notes of two chapters of the Commission's rules, so it is live law rather than a museum piece.
