Enforcement, in five short sections totalling barely three hundred words. The Commission may disapprove a salary payment where an appointment does not comply with the title. Wilful violation of the title or of a Commission order is a criminal offence. Noncompliance by an appointing authority carries consequences the Commission may impose, and the Commission or an aggrieved person may bring an action to enforce. The last section lets a resident of the jurisdiction bring the action, which is unusual and worth knowing about: enforcement is not limited to the employee affected. Brief as it is, this chapter is the reason the rest of the title has teeth, and N.J.A.C. 4A:10 is adopted under it.
