It also handles refusal to comply, the status of employees at the moment of adoption, and their seniority rights. This is the statutory basis for the 428 local civil service jurisdictions indexed separately on this site, and it explains why the answer to "is my town civil service" is a matter of historical record rather than of size or geography.
