A county, municipality or school district adopts Title 11A by petition and referendum, and this chapter sets out the petition, the ballot question, the public notice, the election and the certification of results. It also handles refusal to comply, the status of employees at the moment of adoption, and their seniority rights. This is the statutory basis for the 428 local civil service jurisdictions indexed separately on this site, and it explains why the answer to "is my town civil service" is a matter of historical record rather than of size or geography. Two later sections deal with specific titles: an examination waiver for certain local firefighters, and credit hour requirements for animal health technicians.
