Four sections, and they decide who keeps a job when positions are cut. 11A:8-1 sets out what a layoff is and makes it inapplicable to employees on certain military leave. 11A:8-2 requires pre-layoff actions, including the notice period. 11A:8-3 requires that alternatives to layoff be considered, which is where voluntary furlough, reduced hours and demotion in lieu of layoff come from. 11A:8-4 is the right of appeal. The chapter is short and the detail lives in the rules, at N.J.A.C. 4A:8, which is adopted under these four sections plus the Commission's general powers.
