The chapter creates a Division of Equal Employment Opportunity and Affirmative Action, requires each agency to set goals, appoint an affirmative action officer and adopt a plan, and makes agencies accountable for the results, with penalties for failure and a Governor's citation for success. It also creates an advisory commission. The later additions are the substantial ones for individual employees: 11A:7-13 on accommodation for people with disabilities and waiver of examination, followed by the fast-track hiring process for people with significant disabilities and the State as a Model Employer programme, plus training for those who investigate discrimination complaints and a hotline for reporting them. Workplace discrimination complaints run through this chapter, not through the ADA grievance procedure in the rules, which handles complaints about the Commission itself.
