The largest chapter, and the one where State and local employees diverge most. Article 1 covers leave and hours: vacation and sick leave, with separate sections for State and local employees, administrative leave, sick leave injury, donated leave, organ and bone marrow donation, leave for police officers and fire fighters, and leave for elected or appointed union officials. It also carries the supplemental compensation provisions, the payment for accumulated sick leave at retirement, and the cap on it. Article 2 is employee career development and performance evaluation. Article 3 creates the awards committee and the awards themselves. Because so many provisions here apply to one jurisdiction and not the other, reading a single section without checking whether it names State service or political subdivisions is the most common way to get an answer wrong in this chapter.
