That makes the definition section decisive, and 11A:5-1 is the longest section in the title: it sets out which conflicts and which service periods qualify, running from World War I through recent operations. Around it sit the derivative preferences for a spouse or parent, the rules on appointment, the express statement that the preference does not apply to promotions, the preference in layoff, and a hearing right on the dismissal of a veteran. Chapter 5 is also the reason a candidate's position on a list can look inexplicable without knowing their status.
