In a layoff, preference goes first to a disabled veteran and then to a veteran, but only against someone with EQUAL seniority in title. That qualifier is the whole of the section. Veterans preference does not override seniority in a layoff the way it overrides score on a list; it breaks the tie when two people are otherwise level. A non-veteran with more seniority in title is not displaced.
