Two sections deal with criminal records: 11A:4-10 on arrests and records generally, and 11A:4-11 on removal of a name from a list because of one. If you are looking for the rule about being passed over despite ranking high, it is 11A:4-8, and the word "bypass" appears nowhere in this title.
