It gives the Commission the job of maintaining classification plans and publishing a specification for every title, which are the documents this site indexes. Two sections carry more weight here than anywhere else in the statute. 11A:3-4 lists the twelve categories of State unclassified title, and 11A:3-5 does the same for counties, municipalities and school districts. Between them they are cited by 145 job specifications on this site, because a title in either list sits outside Title 11A unless a provision says otherwise, which means no examination requirement, no tenure protection, and no appeal rights. The chapter also carries the six-month prohibition on moving titles or people into the noncompetitive division before a Governor's term ends, and the requirement of a public hearing before a title leaves the career service.
