The Commission can audit payrolls, State and local, to check whether Title 11A is being followed, and can order compliance and enforce that order. Two sentences, and the reason they matter is that a payroll is where a classification problem becomes visible: someone paid outside the range for their title, or paid in a title they were never properly appointed to.
