Article 4 is the one most often read under pressure: it runs from the appointing authority hearing through notice of the right to appeal, the appeal procedure itself, the shorter track for a suspension or fine of five days or less, burden of proof, and the Commission's authority to increase or decrease a penalty, ending with back pay, benefits, seniority and reasonable attorney fees. Article 5 limits political activity. Article 6 protects employees against reprisals. Article 8 covers intergovernmental transfers. Five sections in this chapter were repealed in 2008 when the Merit System Board became the Civil Service Commission, and they remain here because older notices still cite them.
