Two prohibitions on anyone in the career or senior executive service, and they have different reach. The first is using the position, directly or indirectly, to control or affect another person's political action; nothing in it is limited to working hours, so it binds off duty as much as on. The second is engaging in political activity during working hours, and that one is time-limited by its own terms. Neither touches the unclassified service, whose holders serve at the pleasure of an appointing authority in the first place. This is the section N.J.A.C. 4A:10 is partly adopted under.
