The second is the declaration of policy, and it is the part practitioners actually quote: it sets out selection and advancement on the basis of merit, equal employment opportunity, job security including protection against political coercion, and a system of review for employees who are disciplined. Appeal briefs and Commission decisions open with this language constantly, because it is the statement of purpose everything else in the title is read against. Neither section is long. Both are cited far out of proportion to their length, and 11A:1-2 is named as enabling authority for two separate chapters of the Commission's rules.
