Three kinds of list never expire: the special reemployment list, the police reemployment list and the fire reemployment list. The three and four year limits in 11A:4-6 do not touch them. These are the lists people land on after a layoff, and an expiry date would have meant that waiting long enough for a vacancy to reopen extinguished the right to it.
