Where two or more lists could fill the same job, this is the queue. Special reemployment comes first when the position is in the department the eligible was laid off or demoted from. Promotional is second. Special reemployment for a position in a different department is third. Regular, police and fire reemployment come next, together. Open competitive is last. Someone laid off from the department with the vacancy therefore outranks everyone, including the internal candidates who would otherwise have had it.

When more than one list exists, the priority of lists shall be as follows:
a.Special reemployment when the available position is in the department from which the eligible was laid off or demoted in lieu of layoff;#
b.Promotional;#
c.Special reemployment when the available position is located in a department other than that from which the eligible was laid off or demoted;#
d.Regular reemployment, police reemployment or fire reemployment; and#
e.Open competitive.#
