The State Treasurer SHALL develop programmes to improve the efficiency and effectiveness of the public service, including employee training, development, assistance and incentives, may establish an internship programme, and assists the Governor with general workforce planning and personnel matters. The workforce planning function is the interesting part: it puts long-range staffing questions in the same office that runs the training.
