Furlough days and paid holidays were allowed to coincide. A State employee taking part in a furlough programme may be required to take, or may elect to take, a furlough day on a paid holiday in the calendar years the section names, notwithstanding the holiday provision or anything else. The effect is that the unpaid day falls on a day the employee was not working anyway, which is a cheaper way for the State to reach the same saving.

Notwithstanding the provisions of section 25 of P.L.2008, c.89 (C.11A:6-24.1) or any other law or regulation to the contrary, a State employee participating in a furlough program may be required or elect to take a furlough day on a paid holiday granted to State government employees in calendar years 2020 and 2021. An employee who is required to or elects to take a furlough day on a paid holiday shall not receive pay for the holiday. An employee on furlough leave on the day before or on the day following a holiday shall receive pay for the holiday as long as the employee is not required, or does not elect, to take a furlough day on the paid holiday.
