Twenty-seven words that decide who is ahead of whom for the rest of a career. When a subdivision adopts the title, seniority is set by length of continuous service with that subdivision, not by when someone entered the civil service system. Everyone brings their existing service with them. Seniority is what layoff order turns on, so this is the section that fixes the starting positions.
