School districts are covered by this chapter too, but only where the board of education is elected by the voters. An appointed board has no electorate to put the question to. Where the district does hold elections, it follows the same adoption process as a county or municipality, conforming to it as nearly as the difference in structure allows.

All the provisions of this chapter shall apply to school districts in which the board of education is elected by the voters. School districts shall, in the submission of the question to the voters, conform to the provisions of this chapter as nearly as possible.
