Appointing authorities must let Civil Service Commission representatives onto their premises and hand over whatever records and information the Commission requests. The rule attaches no conditions to that. Nothing in it makes access depend on a complaint having been filed first, on an investigation having opened, or on the request being justified. The obligation runs in one direction only. What the Commission may then release from what it collects is a separate question, and 4A:1-2.2 answers it.
