PROGRAM SPECIALIST 3 OCCUPATIONAL ENVIRONMENTAL HEALTH

Definition

Under the direction of a higher level Program Specialist, Occupational and Environmental Health or other supervisory official in a State department or agency, conducts the technical, nonmedical phases of an occupational or environmental health program; organizes and conducts the technical aspects of occupational health projects; does other related work.

Examples of work

Conducts field and office work for a specific project in the environmental or occupational health area, analyzes the public health problems involved, and develops effective methods for the recognition and prevention of occupational and environmental diseases. Collects and analyzes data resulting from tests and reports on the resulting routine data. Collects data and analyzes results of monitoring and medical surveillance and prepares reports. Conducts special investigations and cooperates with other environmental or occupational disease prevention programs, including those of the United States Environmental Protection Agency, the National Institute of Occupational Safety and Health, the New Jersey Department of Environmental Protection, and the Department of Labor. Participates in teams engaged in field research of environmental or industrial toxicological hazards. Assists in correlating several team reports into one usable report of techniques and standards for the control of hazards. Prepares clear, sound, accurate and informative scientific, statistical and other reports relating to the occupational health program containing findings, conclusions and recommendations for the control and/or elimination of varied types of known environmental health hazards. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the principles, standards and procedures of modern industrial hygiene and environmental monitoring. Knowledge of the tools and equipment used to collect field samples. Knowledge of data collection and analysis methods. Knowledge of interviewing techniques. Ability to plan, initiate, and participate in field visits, tests, and analyses. Ability to compile and interpret survey data. Ability to establish and maintain cooperative working relationships with representatives of business and industry, labor groups, civic government, and other groups on industrial health problems. Ability to plan and conduct special investigations and studies. Ability to prepare correspondence. Ability to read and interpret laws, rules, and regulations and apply them to specific situations. Ability to prepare scientific, statistical, and other reports on industrial hygiene matters containing findings, conclusions, and recommendations. Ability to maintain records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in the field of industrial hygiene, occupational, environmental or public health, involving occupational or environmental health prevention programs; including or supplemented by thirty (30) semester hour credits in the physical or biological sciences, environmental engineering, nursing, or other subject related to industrial hygiene. OR Possession of a bachelor's degree from an accredited college or university including or supplemented by thirty (30) semester hour credits in the physical or biological sciences, environmental engineering, nursing, or other subjects related to industrial hygiene; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in any of the above areas; and one (1) year of the above-mentioned professional experience. OR Possession of a valid Professional Engineers license issued by the New Jersey State Board of Professional Engineers and Land Surveyors; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
