Definition
Under limited direction of a Program Specialist 1, Occupational Environmental Health, Code Enforcement or other supervisory official in the Department of Community Affairs, conducts and supervises the activities of staff assigned to field units in the systematic investigation of occupational health hazards and their control; is responsible for the evaluation of activities in environmental monitoring, particularly abatement projects involving lead and asbestos; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties.
Examples of work
- Conducts field and office work concerning monitoring of lead and asbestos abatement sites, to ensure that program specific requirements are met regarding the work practices of licensed contractors and their compliance with applicable regulations, in order to forestall the creation of hazardous conditions.
- Conducts investigations and cooperates with other federal and state occupational disease prevention programs including those of the Occupational Safety and Health Administration of the US Department of Labor, the National Institute of Occupational Safety and Health, the US Department of Health, Education and Welfare and the NJ Department of Environmental Protection, Labor, Health and Senior Services.
- Conducts activities involving the identification of lead or asbestos hazards and collates different reports into a single report of techniques and standards for control of program related environmental and occupational hazards.
- Conducts assessments covering inspection of contractor documentation, equipment set up and adjustment, calculations based on work area and configuration, use of required work practices, air sampling frequency and methodology, adherence to project specifications and observation of clearance procedures prior to re-occupancy of work areas.
- Issue notices of violations, fines, suspensions and revocations covering irregularities in reporting, records and abatement job performance.
- Provides training and supervision to a staff of field representatives, project specialists and other professionals.
- Visits, consults and provides technical assistance to government, corporate or other public or private agencies.
- Conducts and supervises field investigations involving collection, tabulation and analysis of data obtained from environmental or medical surveillance information available at asbestos and lead abatement project sites.
- Instructs field staff in the methods, skills and techniques of environmental investigation and/or environmental monitoring at lead and asbestos abatement sites.
- Monitors the collection, collation and analysis of program related data at lead and asbestos abatement sites for inclusion in the preparation of detailed reports for enhancing program activities.
- Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the firing, hiring, promoting, demoting and/or disciplining of employees.
- Supervises the compilation of or compiles data for inclusion in the preparation of detailed reports of the various local programs.
- Compiles statistical data obtained from public and private agencies for use in the development of program objectives.
- May develop educational and community outreach materials to promote program objectives.
- May participate in the development of procedures and standards for occupational and environmental health enforcement involving the control of lead and/or asbestos hazards.
- Consults and provides technical assistance to local health departments and other public or private agencies involved in occupation and environmental health.
- Prepares clear, technically sound, accurate and informative inspection reports and other reports containing findings, conclusions and recommendations.
- Will be required to learn to utilize various types of electronic and/or manual recordings and information systems used by the agency, office or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree including or supplemented by thirty (30) semester credit hours in biology, chemistry, physics, environmental science or other areas in the physical or biological sciences, engineering, nursing or other subjects related to industrial hygiene.
Experience
Three (3) years of experience in the field of industrial hygiene or occupational, environmental or public health involving occupational or environmental hazard prevention programs.
License
Applicants must possess a license as a NJ Asbestos Safety Technician issued by the New Jersey Department of Community Affairs AND a permit as a Lead Inspector/Risk Assessor, issued by the New Jersey Department of Health.
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Knowledge of interviewing and investigative techniques.
- Knowledge of principles and practices of occupational and environmental health enforcement.
- Knowledge of supervisory techniques.
- Knowledge of the rules, regulations, policies, procedures, methods and standards of the New Jersey Department of Community Affairs and their application to asbestos and lead abatement projects.
- Knowledge of data collection, collation and interpretation for use in the attaining program objectives as it relates to occupational and environmental health hazards.
- Knowledge of consultative and advisory procedures to enhance collaboration with local health departments towards achieving program objectives.
- Knowledge of the functions and objectives of public and private agencies and institutions that provide environmental health information relating to lead and asbestos hazards.
- Ability to supervise assigned staff and plan, organize, and implement projects within the unit.
- Ability to train field staff in methods of inspection processes, procedures, and effective monitoring of lead and asbestos abatement projects.
- Ability to understand the procedures involved and if required, assists in budget preparation for program activities.
- Ability to understand the organizational structure and functions of local, state and federal law enforcement and judicial policies and practices.
- Ability to read and interpret laws, rules and regulations and apply them to program specific situations.
- Ability to present clear and concise program specific technical information.
- Ability to establish and maintain cooperative working relationships with public and private agencies involved in occupational health hazards.
- Ability to conduct asbestos and lead abatement inspections, audits and investigations and prepare reports therefrom.
- Ability to plan and conduct investigations and studies.
- Ability to prepare correspondence related to work of the program.
- Ability to maintain records and files required for program activities.
- Ability to prepare reports of asbestos and/or lead abatement inspections which contains findings, conclusions and recommendations.
- Ability to use respiratory protection during lead and asbestos abatement inspections and monitoring work as conditions require.
- Ability to utilize various types of electronic and/or manual recordings and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
