Definition
Under direction of the State Department of Health and Senior Services, supervises all rabies control technicians; contacts and consults with municipal and regional rabies control personnel and other officials relating to rabies control and dog licensing; participates in research and surveillance activities involving domestic and wild animals; performs administrative functions relating to equipment and supplies; does related work as required.
Examples of work
- Coordinates training programs for department rabies control technicians, local rabies control personnel, and other municipal officials involved in rabies control activities.
- Maintains liaison with the Division of Fish and Game, Department of Environmental Protection, regarding ecological activities directly or indirectly affecting the incidence of rabies in New Jersey.
- Coordinating the public rabies vaccination program which includes receiving, storage, and distribution of over 300,000 doses of rabies vaccine by rabies personnel to over 500 municipalities in New Jersey.
- Maintains liaison with the rabies testing laboratory in the Division of Laboratories and Epidemiology concerning activities involved in the disposition of biting animals or other problems involved in processing and delivery of specimens to the laboratory.
- Maintains liaison with program biologists regarding their special activities in rabies control.
- Coordinates the investigation of animal biting incidences on an interstate basis and foreign basis including contacting and follow through with health officials from state and foreign governments regarding locating and confinement of the biting animal.
- Assists other agencies in capturing wild animals such as bats, foxes, skunks, and raccoons, and handles these in order to permit close examination by a veterinarian.
- Conducts inventories of equipment and supplies, places orders in accord with established procedures, and arranges distribution and return of equipment and supplies as needed.
- Participates in work conferences relating to rabies control activities.
- Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
- Supervises senior rabies control technicians and rabies control technicians.
- Conducts investigations and takes indicated action to assure compliance with dog licensing, kennel licensing, dog canvass, and related activities of municipal and regional government units.
- Conducts investigations and takes indicated action to assure that municipal and regional government units take proper action following the biting of persons by dogs and other animals.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Experience
Three (3) years experience in animal-borne disease control program and/or in the care and handling of animals of the type which might have been obtained in work with a veterinarian in an animal shelter, as a dog warden, and/or a zoo attendant.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the natural history of rabies and the manner in which it is spread.
- Knowledge of the problems which are likely to arise in patrolling designated areas of the state and areas in which state quarantine has been imposed.
- Knowledge of the problems and methods, procedures, and devices used in apprehending and impounding stray, homeless, and/or diseased dogs.
- Knowledge of procedures useful in persuading local government officials and dog owners to take necessary precautions in cases of infections.
- Knowledge of methods used in collecting needed facts in cases of infection and law violation.
- Knowledge of procedures used in handling and delivering specimens of suspect materials to the laboratory for examination and diagnosis.
- Knowledge of fish and game laws as they apply to control of rabies in wildlife after a period of training.
- Knowledge of the storage and handling of viral biologics and of the logistics of their distribution to rabies control personnel throughout the state after a period of training.
- Ability to organize assigned field inspections and other work connected with rabies control and to develop effective work methods. Ability to analyze, comprehend, interpret, and apply the provisions of the Rabies Control Act of New Jersey and the rules, regulations, policies, and procedures of the Department of Health and Senior Services and apply them to specific situations.

- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
