COMMISSIONER (Local)

A handful of New Jersey municipalities still run under the commission form adopted through the Walsh Act. Voters elect three or five commissioners at large, and the board then divides the town's work among themselves, each commissioner taking a department to head. Legislative and executive power sit in the same few hands, which is the feature that distinguishes the form.

The office is elected, so nothing about it can be examined. County boards and State bodies also use "commissioner" for their appointed members, and the Commission carries the bare word as a title code without saying which is meant.
