Definition

Under direction, administers the jurisdiction's procurement program including purchase, specification and contract development, quality assurance and inventory management; does other related duties.

Examples of work

Establishes purchasing policies and practices according to rules and regulations. Administers the jurisdiction's procurement program. Designs, installs and supervises operations of inventory control systems and procedures. Provides assignments and instructions to staff and supervises their work performance. Develops procedures for the redistribution, consumption and disposal of obsolete items. Identifies and evaluates the systems needed to maintain inventory of equipment and supplies. Designs and revises purchasing and related forms. Establishes and maintains cooperative working relationships with vendors suppliers. Confers with operating sections to standardize supplies and discuss special needs. Encourages vendor competition to obtain a full range of bids. Keeps current with developments in the field of purchasing, price trends, market conditions and new products. Supervises the receipt and resolution of complaints or supplies, equipment and services. Maintains vendor information files. Obtains federal and state tax exemptions for which the jurisdiction is eligible. Supervises the preparation of purchase specification proposals, awards, purchase orders and contract forms. Establishes and maintains records and files. Reviews requisitions, bids and contract requirements prior to purchase of materials, equipment and supplies. Conducts studies of supply sources. Reviews and analyzes bids and provides recommendations for acceptance or rejection. Supervises the inspection of supplies or contractual services to determine conformance. Prepares correspondence and reports. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge of commodity marketing practices and pricing methods. Knowledge of the methods used to review and evaluate requisitions, bids and contract requirements. Knowledge of the problems encountered in the administration of a procurement program. Ability to keep current with market prices and trends. Ability to establish inventory control systems. Ability to review and evaluate requisitions, bids and contract requirements. Ability to interpret laws, rules and regulations and apply them to specific situations. Ability to provide instructions and assignments to staff and supervise their work performance. Ability to supervise the inspection of commodities. Ability to establish purchasing policies and practices. Ability to conduct studies of supply sources. Ability to prepare reports and correspondence. Ability to establish and maintain records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in procurement operations involving the preparation of purchase specifications, purchase of equipment, materials and supplies, reviewing contracts, bids, inspection of commodities and inventory control, three (3) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
