Definition
Under the supervision of the appropriate administrative officer, performs and supervises work of major importance within the various scientific disciplines of medical technology, including, but not necessarily limited to the technology associated with clinical chemistry, clinical microbiology, parasitology, hematology, immunology, immunohematology and histology; performs and supervises research work in the area of clinical laboratory medicine; does related work as required.

- Assists in the planning of and performs a wide variety of clinical laboratory procedures that are appropriate to both clinical laboratory improvement activities and to applied research.
- Supervises subordinate laboratory personnel in the determination and interpretation of various testing procedures.
- Assigned and instructs subordinate laboratory personnel and supervises the performance of their work.
- Outlines and personally performs confirmatory procedures whenever the reliability of test results in questionable.
- As may be assigned, assists in and evaluates the results of various research projects.
- Maintains a close surveillance on all pertinent literature, trends of thought, the new developments in the field of Medical Technology.
- Conducts formal laboratory course and workshops designed to provide didactic training to technical personnel from private, public health and hospital laboratories throughout the State as may be required.
- Assists in the design and analysis of various proficiency testing exercises conducted by Clinical Laboratory Improvement Program.
- Supervises the quality control programs that are in daily use within the various clinical laboratory disciplines.
- Insures that check sample production is timely as well as accurate and meets the standards set forth by the appropriate administrative officer, State Department of Health.
- Provides consultative technical advice to the directors and their staff concerning clinical laboratory procedures.
- On a regular and recurring basis organizes the need for and performs further tests other than those originally requested or stipulated by the type of suspected disease.
- Performs the more complex tests and examinations including but not limited to enzymatic and hormonal studies, immunohematological procedures, identification of the more complex pathogen microorganisms, histochemical studies and virologic determinations.
- As authorized by superior, has frequent and direct contact with attending physicians for the purpose of discussing the underlying scientific principles of various tests.
- Evaluates alternative procedures for certain tests by study of the literature in the field, and recommends alternative tests and/or modified procedures and performs the tests or modified procedures under controlled conditions.
- Personally performs the newest tests and procedures during developmental stages.
- Performs the more complex tests and examinations with little or no direction from supervisor but who is available for assistance regarding unexpected results and who reviews reports for reasonableness of results.
- Discusses with supervisor the methods to be employed, control procedures, and unexpected developments and results during the course of performing the newest tests during developmental stages and/or work involved in the receiving and recommending of alternate tests and/or modified procedures.
- Makes specialized studies of literature in the field and utilizes such information in his/her work.
- Makes recommendations regarding the importance of modifying existing procedures or establishment of new tests and examinations.
- Is responsible for initial evaluation of results and for recommending changes in procedures based on the performance of new tests.
- May be responsible for reviewing and controlling results of tests performed by lower grade personnel.
- Insures adequate maintenance of all laboratory equipment used by him/her or his/her subordinates.
- Prepares correspondence as required in the course of official duties.
- Prepares clear, technically sound, accurate and informative statistical, financial and other reports of investigations and inspections.
- Maintains essential records, reports and files.
Education
Graduation for an accredited college or university with a Bachelor's degree in Medical Technology; or Certification as a Medical Technologist by a certifying agency approved by the National commission for Health Certifying Agencies
Experience
Two (2) years of comprehensive, bio-analytical laboratory experience in a certified private, public health or hospital clinical laboratory which shall have included work in one or more of the following areas: hematology, immunohematology, urinalysis, clinical chemistry, serology, bacteriology, and parasitology.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Considerable knowledge of the principles of bacteriology, chemistry, blood chemistry, biochemistry, immunology, parasitology, histology, hematology, mycology or other scientific fields of knowledge involving extensive laboratory analyses and techniques and the use of standard laboratory equipment, supplies and reagents.
- Considerable knowledge of the purposes of the varied tests likely to be made in a hospital and/or research laboratory.
- Considerable knowledge of the function and proper use of laboratory apparatus, including the autoclave, balance, centrifuge, colorimeter, incubator, microscope, nephelometer, pH meter, photometer and spectroscope.
- Considerable knowledge of the precautions to be taken in shipping and receiving all types of specimens, including appropriate procedures for preserving and identifying such specimens.
- Ability to analyze technical medical laboratory problems, organize assigned work and develop effective work methods.
- Ability to assign and instruct individuals and groups of professional and sub-professional laboratory employees and to supervise the performance of their work.
- Ability to make and supervise laboratory analyses and tests of varied types in accordance with standard and prescribed procedures.
- Ability to review analyses and reports prepared by others and to give training new employees as may be required.
- Ability to see that laboratory equipment, utensils, materials and supplies are used in such a manner as to avoid unnecessary breakage, deterioration and loss.
- Ability to observe and enforce adequate and realistic safety precautions.
- Ability to prepare correspondence in the course of official duties.
- Ability to prepare and supervise the preparation of clear, scientifically sound and accurate laboratory reports of tests and analyses containing findings, conclusions and recommendations,
- Ability to supervise the maintenance of essential laboratory reports, records and files.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.

Possession of the qualification of a Medical Technologist as required under Federal Medicare Regulations Subpart M Part 405:1315, Chapter 3, Title 20 of the Code of Federal Regulations for coverage of services of independent laboratories or under New Jersey State Administrative Code N.J.A.C. 8:44-1.6.
A Master's degree in Medical Technology or a related field may be substituted for one year of the experience indicated above.
