Definition
Under general direction of the Chief, Bureau of Plant Pest and Disease Control, Division of Plant Industry, Department of Agriculture, is responsible for the detection and eradication of bee diseases; provides technical assistance on the maintenance of bees in the production of honey and crop pollination; instructs and oversees apiary inspections; does related work as required.
Examples of work
Organizes and implements appropriate methods for maintaining the state bee industry free of transmissible diseases. Develops cooperative programs with the federal government and other states in planning and developing uniform bee disease control regulations and certification programs. Allocates specific work areas to staff, instructs them in the methods and procedures to be followed, makes appropriate duty assignments, provides advice and assistance when difficult or unusual situations arise, and checks their work to determine compliance with acceptable inspection standards. Works with federal, state and local officials in organizing and directing program strategies to prevent bee mortality from disease, rodents, insects, small mammals, weathering and pesticides. Serves as a lead worker for assigning, instructing and overseeing the work performance of field staff on special projects or on an assignment basis. Directs the application of new bee disease testing strategies as developed at research levels and approved by the bureau chief. Assists in the development of techniques, methods and equipment to protect bees exposed to pesticides. Prepares publication of reports, bulletins and circulars dealing with diseases of bees, honey production and pollination techniques. Organizes and coordinates bee placements to ensure adequate pollination in the commercial production of crops and flowering plants. Directs the application of new methods and techniques for improving honey quality, and production and pollination procedures. Works with individual beekeepers and national, state and county beekeeping associations; attends meetings and participates in programs; assists with short courses designed to inform beekeepers about new developments. Organizes and directs programs for promoting commercial aspects of New Jersey's bee industry, including hive management. Maintains liaison with commercial beekeepers and processors to assure orderly marketing. Organizes and promotes the marketing of honey and beeswax. Assists 4-H clubs and F.F.A. programs to encourage beekeeping as a hobby and commercial endeavor. Meets with individual homeowners/community officials on nuisance bee problems and alleviates these problems through direct action. Responds to oral and written inquiries from industry and the general public concerning the inspection and certification of apiaries, honey production and pollination practices. Directs the maintenance of appropriate records and files to assure timely inspections and serves as a reference for epidemiological reviews. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of bee diseases and their causes, prevention and extermination. Knowledge of fumigation techniques applicable to the prevention, control, and eradication of bee equipment borne diseases. Knowledge of apiculture bee industry marketing methods and commercial bee program management. Knowledge of bee pollination requirements for agricultural crops. Knowledge of the principles of supervision to aid in serving as a lead worker in field survey and inspection. Knowledge of federal, state and local bee programs regarding pesticide application, disease control regulations, certification procedures and honey production after a period of training. Ability to communicate with and establish and maintain cooperative working relationships with representatives of local, county, state and federal governments, the state university, agribusiness and the general public concerned with the state bee industry program. Ability to work cooperatively with Rutgers University staff and actively participate in research concerned with bee diseases, honey production, crop pollination, pesticides, crop marketing and other issues affecting bee health and productivity. Ability to oversee the performance of and personally make critical apiary inspections for the detection of bee diseases. Ability to respond to emergency situations with prompt and accurate decisions. Ability to comprehend, analyze and interpret laws, rules and regulations relating to the state's bee industry. Ability to organize technical work, to analyze bee problems and develop appropriate work methods for the state bee program. Ability to prepare clear, technically sound, accurate and informative reports containing findings, conclusions, and recommendations. Ability to oversee the maintenance of essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in the bee industry, including the identification and eradication of bee diseases. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
