Definition
Under direction of a Regional Superintendent, Parks and Forestry or other supervisory official in the Department of Environmental Protection, directs the administration, operation, safety, maintenance, and development of a Class 3 park, forest, or recreation area; may be assigned to the Division Central Office or a Class 1 park for management support; when assigned to the Regional Office, assists the Regional Superintendent in the overall operation, maintenance and protection of the state forests, parks, natural and recreational areas, marinas and historic sited assigned to the region; does other related duties.
Examples of work
- Manages a Class 3 park, forest, or recreation area; implements and directs operational and maintenance procedures and standards to protect the assigned natural resources and provide safe, clean recreational opportunities to the visiting public.
- Directs the assignment and scheduling of personnel to provide for visitor services as established by the State Park Service.
- Provides guidance and instruction to staff and evaluates performance.
- Supervises the utilization and protection of natural resources of a forest, park, and/or recreation area; provides recommendations to meet present and future public recreational needs.
- Oversees maintenance and construction programs in conjunction with supervisory maintenance personnel.
- Oversees operational and visitor services programs with supervisory Ranger personnel.
- Supervises public recreation facilities and activities including camping, bathing, and picnicking.
- Evaluates public use and activities; identifies illegal activities, and takes corrective action.
- Provides recommendations for visitor use and services, fees and other operational areas.
- Oversees leases, permits and other agreements for compliance; recommends changes or revisions as required.
- Develops natural and historic interpretive programs for the development and awareness of the park visitor.
- Supervises the preparation of records, reports, inventories, and other related data.
- Initiates and promotes public relations and outreach programs to stimulate interest and awareness of programs, facilities, and activities of the State Park Service.
- Supervises responses to emergency situations including security alarms, deaths, natural disasters, snow removal, lost persons and system breakdowns; establishes and periodically tests emergency procedures.
- Monitors expenditures and related fiscal matters.
- Supervises the area safety and security programs, establishes guidelines and compliance verification for inspections, inventories, alarm systems, radio program, lock systems, and key assignments.
- Participates in meetings, conferences, and seminars concerning State Park Service programs.
- Participates in the preparation of the annual budget for the assigned area.
- Establishes liaison and cooperative working relationships with citizen and government organizations, federal, state, and local government officials, and legislators on behalf of the State Park Service.
- Provides assistance to the Forest Fire Service to control and extinguish forest fires on property within or threatening assigned area; works with State Forestry Services personnel to coordinate forest management practices and pre-suppression fire activities in the assigned area.
- Conducts investigations and reports findings.
- Evaluates reports on proposed land acquisitions.
- Provides recommendations for capital improvement and maintenance projects
- Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, demoting, and disciplining of subordinates.

- Will be required to learn and utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Forestry, Landscape Architecture, Park Planning, Park Management, Park Administration, Parks and Recreation, or Natural Resources Management Cultural Resource Management, Environmental Studies, Wildlife Management, Biological Sciences or Ecology
OR Graduation from an accredited college or university with a Bachelor's degree in Environmental Policy, American History, Education, Public Administration including or supplemented by twenty-one (21) semester credit hours in any combination of wildlife management, research methods, natural resources management or parks and recreation management.
Experience
Two (2) years of experience in a natural resources management program, one (1) year of which shall have involved supervisory responsibility for the administration, operation, protection, and maintenance of publicly and/or privately owned lands and facilities managed for recreational and conservation use.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Appointees may be required to obtain a Motorboat Operator's License.
Knowledge, skills and abilities
- Knowledge of the methods used to manage outdoor natural and recreational areas.
- Knowledge of the methods used to plan, organize, and supervise outdoor recreational activities.
- Knowledge of the principles of natural resource conservation.
- Knowledge of the natural resources of a park or forest including knowledge of common trees, plants and animals.
- Ability to oversee operational and visitor services activities.
- Ability to recognize, prevent, and control public hazards in recreational areas and facilities.
- Ability to assign and review work schedules for subordinates.
- Ability to develop natural and historic preservation programs.
- Ability to respond under stress and emergency situations, and coordinate response activities.
- Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the state park service.

- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
