Definition
Under general direction of a supervisory official in the Department of Environmental Protection, is responsible for the operations of one of the state's fish hatcheries including the mechanical, administrative, and stock production activities; has 24-hour responsibility for the care of stock and physical plant; does related work as required. Examples of work
Plans and supervises the fish propagation program at one of the state's fish hatcheries; works to maintain production goals. Develops work plans and schedules for the propagation, feeding, care, and distribution of fish including the development and maintenance of the physical facilities. Oversees the development of breeding stocks of various species of fish. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Is responsible for the purchasing of fish food and equipment to support the propagation effort. Prepares reports, answers correspondence, and ensures compliance with various permits in the course of official duties. In coordination with other units, establishes procedures to prevent or control parasites and predation; ensures that policy and procedures are followed to prevent the introduction of diseases into the hatchery. Keeps current with recent advances in the field of fish propagation; implements advances designed to increase efficiency or decrease operating costs. Determines growth rates and feed-to-body weight conversion ratios of various species of fish; acts to adjust growth rates as necessary. Determines the fish-supporting capacity of hatchery raceways, and supervises the orderly distribution of the fish throughout the hatchery's available facilities. Supervises measurement of water quality parameters to determine the impact of various readings on the hatchery's fish stock, and takes appropriate measures to avert or correct problems. Develops improved strains of warm, cool, and coldwater fish through selective breeding, and environmental manipulation to stimulate/advance spawning. Supervises and directs the hatchery portion of the fish stocking program; ensures that correct numbers, sizes, and species are available for scheduled stocking. Oversees the general condition and operation of a truck distribution fleet. Coordinates with the U.S. Fish and Wildlife Service to ensure the timely arrival of fish eggs as required. Utilizes computer programs for fish stocking and hatchery use. Supervises the establishment and maintenance of essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Graduation from an accredited college with a Bachelor's degree in one of the Biological Sciences, or, in Natural Resource Management with a major concentration in Fisheries Science and/or Wildlife Science.
Experience
Three (3) years of experience in fisheries biology and/or the development of fisheries management programs, at least two (2) years of which shall have involved supervising the hatchery propagation of fish. NOTE: A Master's degree in Fisheries Biology may be substituted for one (1) year of basic fisheries experience.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. Appointee may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated. NOTE: The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority.
Knowledge, skills and abilities
Knowledge of the principles of fish propagation including spawning, nutritional requirements, and factors affecting the health and growth of fish. Knowledge of the signs of the presence of parasites and diseases of fish, and of the measures used to combat such parasites and diseases. Knowledge of the methods, practices, and other techniques involved in planning and directing a fish hatchery program. Knowledge of sources of information concerning fish culture. Ability to read, interpret, and apply department policies and procedures concerning fish management and hatchery services. Ability to plan and supervise the breeding, propagation, and distribution activities associated with the operation of a fish hatchery. Ability to determine the presence of parasites and diseases of fish, and supervise measures to alleviate the problem. Ability to analyze and evaluate fish diets designed to reduce costs, increase growth, and maintain fish in good condition. Ability to prepare scientifically sound, accurate, and informative reports and correspondence pertaining to hatchery management programs containing findings, conclusions, and recommendations. Ability to conduct research into hatchery development and fish propagation. Ability to work effectively with others. Ability to respond to emergency conditions affecting the hatchery on a 24-hour basis. Ability to supervise the maintenance and establishment of essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
