ENVIRONMENTAL SPECIALIST 3 (ARCHITECTURAL HISTORY)

Definition

Under the direction of a highly level supervisory officer in a State department, institution, or agency, supervises and/or performs the more difficult, complex research, and investigation to evaluate the architecture located on the site of proposed Department projects; perform related work as required.

Examples of work

• Plans, organizes, conducts, and/or supervises field investigations within the area of potential effect of proposed Department projects to determine the presence of buildings and structures with historical significance.
• Plans, organizes, conducts, and/or supervises detailed research at archives, libraries, and other sources to determine if buildings and structures qualify as historic resources.
• Prepares and/or supervises the preparation of reports describing the buildings and structures found within the area of potential effects of proposed Department projects; their significance as historic resources; their eligibility for the State and National Registers of Historic places and recommends measures to mitigate the impacts of adverse effects, in accordance with State and Federal laws.
• Prepares technical information for inclusion into the environmental documents in accordance with State and Federal laws.
• Prepares scopes of work and cost estimates; makes consultant recommendations; reviews and evaluates proposals and cost estimates; and, if necessary, negotiates a revised proposal and cost estimate.
• Applies the States and National Register Criteria of Evaluation to determine the eligibility of buildings and structures as historic resources.
• Meets with citizens, public officials, interested parties and others concerning historic resources within the area of Departmental projects.
• Maintains contact with employees of other units within the Department and with representatives of outside agencies to keep abreast of new and revised State and Federal laws, rules, regulations, and practices.
• Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, disciplining, and/or training of employees.
• Reviews studies, reports, management summaries, progress reports, and technical input to environmental documents to ensure technical accuracy and compliance with applicable State and Federal laws and regulations.
• Prepares clear, concise, and accurate correspondence in the course of official duties.
• Maintains essential records and files.
• May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in architecture, architectural history, art history, or historic preservation.

Experience

Three (3) years of experience researching and investigating historic structures and preparing reports of the investigations.

NOTE: A Master's degree in architecture, architectural history, art history, or historic preservation may be substituted for one (1) year of the indicated experience.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

• Knowledge of the research methods application to historical research and historic architecture preservation.
• Knowledge of the procedures pertaining to field investigations.
• Knowledge of American architecture and history.
• Knowledge of Federal and State laws pertaining to cultural resources and historic preservation.
• Ability to plan, organizes, and conducts field investigations and research.
• Ability to prepare clear, concise and accurate correspondence in the course of official duties.
• Ability to assign and instruct employees and supervise the performance of their work.
• Ability to determine the construction sequence of historic buildings and structures through the analysis of their components.
• Ability to evaluate buildings and structures in accordance with the State and National Register Criteria of Evaluation.
• Ability to evaluate the effects of projects on historic buildings and structures, and to recommend the activities which will mitigate adverse effects resulting from Department projects.
• Ability to establish and maintain effective working relationships with staff, public officials, representatives from outside agencies, consultants, and the general public.
• Ability to maintain essential records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communications.
