Definition

Under the direction of a higher level supervisory official in the Department of Transportation, manages the work programs and staff responsible for statewide transportation planning including data development, corridor studies, development impact analysis, local and regional planning assistance, and related planning activities; recommends the formulation and revision of policies, regulations, methodologies, procedures, and strategies to achieve organizational goals; does related work..

Examples of work

• Manages the development and maintenance of the statewide transportation plan in accordance with statutory requirements (N.J.S.A. 27.1A-55.b); establishes goals and objectives for the state encompassing all modes of transportation; develops and implements the plans/programs.
• Manages the preparation of the Annual Business Plan integrating economic trends with the department's mission, goals, objectives, programs, and capital plans.
• Plans, organizes, and manages the evaluation of program plans and short- and long-term priorities and objectives to determine the degree of effectiveness and to identify program needs, problems, values, and achievements.
• Manages studies required to formulate short-and/or long-term solutions to anticipated or existing transportation problems throughout the state.
• Manages the assignment of work and resources, and the analysis and report preparation for planning studies.
• Collaborates with other units to supervise the development, execution, and conduct of contracted consultant services in accordance with state and federal requirements including contract execution and administration.
• Reviews matters having planning-related policy implications for the department and develops appropriate recommendations.
• Directs the planning review of highway access permit applications required to assess traffic impacts on state highways; reviews and advises the Department of Environmental Protection concerning transportation impacts of major development proposals ensures that recommendations are clearly written, technically sound, and consistent with department policy.
• Manages studies to assess the impact of land development proposals on transportation resources.
• Manages the routine and extraordinary elements of the department's interaction with other planning organizations including capital programming, regional planning, and policy matters.
• Develops and manages the Annual Transportation Executive Council's local outreach for problem statement entry to the department's capital program pipelines.
• Manages the development of the annual budget request for the program area; prepares statements of its relationship to appropriate federal funding resources and the budgets of the State's Metropolitan Planning Organizations (MPO's).
• Manages the work operations and/or functional programs and has responsibility for employee evaluation and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
• May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college with a Bachelor's degree in Engineering; Urban, City, or Regional Planning; or a related field.

Experience

Five (5) years of engineering, transportation planning, or related experience, at least two (2) years of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

• Ability to manage the review of highway access permit applications to assess traffic impacts on state highways.
• Ability to establish and maintain cooperative working relationships with other organizations and agencies whose business impacts that of the work program.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
