Definition

Under the limited supervision of a License Examiner 3 or other supervisory official in the Bureau of Housing Inspection, Division of Housing and Urban Renewal, Department of Community Affairs, develops and implements educational, training, and competency certification programs for code enforcement officials pursuant to the State Uniform Construction Code Act and the Hotel and Multiple Dwelling Law; does other related duties as required.

Examples of work

Performs research and prepares recommendations related to code enforcement orientation training programs. Surveys for and identifies particular training and educational needs related to code enforcement. Reviews and verifies the applications for course offering approval submitted by private or public educational institutions pursuant to the requirements of the competency certification regulations promulgated by the department. Surveys the need for and recommends the establishment of continued educational requirements and programs related to recertification of certified code enforcement officials. Assists educational institutions in the preparation of training and educational programs designed to meet the needs of code enforcement officials and the needs of the certification program. Maintains individual training record files for all certified code enforcement officials. Reviews individual applications for certification as code enforcement officials; approves or disapproves them in accordance with the certification regulations promulgated pursuant to the State Uniform Construction Code Act. Prepares training outlines, manuals, guides, audio visual aids, and other code enforcement training materials. Reviews current literature in the field of public administration and employee training and competency certification; prepares summaries and investigates new methods or techniques further when appropriate. Reviews all changes to laws, regulations, model codes, and adopted technical standards; identifies potential training needs which may result from the changes. Drafts correspondence in the course of official duties. Maintains essential training and certification unit records. Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of programs, responsibilities, standards, procedures, rules, regulations, and administrative problems of statewide and municipal code enforcement operations. Knowledge of principles, methods, and techniques of modern public administration training and their application in specific situations. Knowledge of procedures and techniques most effective in conducting studies and surveys, including the statistical presentation of varied types of data. Knowledge of housing and building code regulations, technical standards, and construction methods. Ability to organize assigned technical work, analyze training and development problems, and develop effective work methods. Ability to comprehend, analyze, and interpret basic laws and regulations. Ability to plan and conduct analytical studies and surveys designed to locate weaknesses in operating methods and the need for general and specific code enforcement training. Ability to formulate tentative training and development plans and projects. Ability to provide advice and assistance to administrative and technical employees concerning the need for specific kinds of employee training, the selection of employees for training, approved training plans, proper training techniques, and the effective use of available training and development materials. Ability to keep current with literature, trends of thought, new developments in personnel administration, and changes in legislation which may impact the work of code enforcement activities. Ability to establish cooperative working relationships with code enforcement administrative and supervisory officials. Ability to draft correspondence in the course of official duties. Ability to prepare clear, sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations. Ability to establish and maintain essential records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in work involving the planning and carrying out of housing, code enforcement, educational or training programs, and/or professional experience in architecture or construction engineering. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in public administration, architecture, or construction engineering; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
