Definition

Under the general supervision of a supervisory official in the Bureau of Housing Inspection, Division of Housing and Urban Renewal, Department of Community Affairs, is responsible for supervising the development and implementation of educational, training, and competency certification programs for code enforcement officials pursuant to the State Uniform Construction Code Act and the Hotel and Multiple Dwelling Law; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Examples of work

Develops and organizes the administration of construction code enforcement orientation training, both technical and administrative. Develops required training and educational program curricula related to construction and housing code enforcement. Analyzes training and educational requirements for construction and housing code enforcement officials and prepares competency standards based upon those requirements. Reviews and approves or disapproves of privately or publicly offered educational programs for acceptance for credit toward individual certification in the various classes and steps of code enforcement official certification. Develops and establishes continuing educational requirements and programs related to recertification of certified code enforcement officials. Assists educational institutions in the development of training and educational programs designed to meet the needs of code enforcement officials and the needs of the certification program. Supervises the maintenance of individual training records for all certified code enforcement officials. Establishes procedures for review and supervises the review of individual applications for certification as code enforcement officials; supervises the approval or disapproval in accordance with the certification regulations promulgated pursuant to the State Uniform Construction Code Act. Supervises and may participate in the preparation of training outlines, manuals, guides, audio visual aids, and other code enforcement training materials. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Reviews current literature in the field of public administration and employee training, reviews training and certification methods used by other government departments and agencies and by business and industry; recommends incorporation of those methods into Bureau programs as appropriate. Reviews all changes to laws, regulations, model codes, and adopted technical standards; identifies potential training needs which may result from the changes, and recommends appropriate training activities. Monitors the conduct of training and education programs by approved institutions for continuing conformity to certification regulations and conditions of approval. Supervises and or/drafts extensive correspondence in the course of official duties. Supervises the establishment and maintenance of essential training and certification unit records. Prepares and/or supervises the preparation of clear, sound, accurate, and information reports containing findings, conclusions, and recommendations. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Knowledge, skills and abilities

Knowledge of programs, responsibilities, standards, procedures, rules, regulations, and administrative problems of statewide and municipal code enforcement operations. Knowledge of principles, methods, and techniques of modern public administration training and their application in specific situations. Knowledge of procedures and techniques most effective in conducting studies and surveys, including the statistical presentation of varied types of data. Knowledge of housing and building code regulations, technical standards, and construction methods. Ability to organize assigned technical and supervisory work, analyze training and development problems, and develop effective work methods. Ability to comprehend, analyze, and interpret basic laws and regulations. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to supervise the planning and conduct of analytical studies and surveys designed to locate weaknesses in operating methods and the need for general and specific code enforcement training. Ability to formulate training and development plans and projects. Ability to provide advice and assistance to administrative and technical employees concerning the need for specific kinds of employee training, the selection of employees for training, approved training plans, proper training techniques, and the effective use of available training and development materials. Ability to keep current with literature, trends of thought, and new developments in personnel administration, and changes in legislation which may impact code enforcement activities. Ability to establish cooperative working relationships with code enforcement administrative and supervisory officials. Ability to draft correspondence in the course of official duties. Ability to prepare and supervise the preparation of clear, sound, accurate, and informative statistical and other reports of training activities containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of essential records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in work involving the planning and carrying out of housing, code enforcement, educational or training programs, and/or professional experience in architecture or construction engineering. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in public administration, architecture, or construction engineering; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. LICENSE: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
