Definition
Under general direction of a supervising official, plans and supervises and coordinates the work of a large group of subordinates in the performance of technical, semiskilled, and other field and office work in support of or related to environmental engineering and directly related to environmental investigations and inspections pertaining to water resources; does related work as required.
Examples of work
- Plans work of a large group of subordinates and schedules when work assignments are to be accomplished.
- Assigns field work and supervises others collecting samples or specimens of surface water, potable water, ground water, industrial waste waters, soil, vegetation, sewage, or other matter as required, and the transporting of these to assigned laboratories for analysis.
- Assigns administrative work and supervises others in collection, recording review, and filling of factual data.
- Assigns and supervises the maintenance of records of samples and specimens in accordance with established procedures.
- Instructs and supervises a large group of subordinates in the accepted techniques of sample and specimen collection, storage, and transport.
- Assigns and acts as a witness for the Department of Environmental Protection when legal action is required.
- Instructs and supervises a large group of subordinates operating and maintaining specialized collection, control, and testing equipment, various recording devices and measuring instruments, and making the necessary calibrating adjustments.
- Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
- Assigns and reviews reports of inspections, investigations, studies, and surveys.
- Assigns and supervises maintenance of essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Experience
Four (4) years of experience performing field inspections, investigations, and surveys, operating, collection, measuring, recording, or testing equipment, and/or other work in sub-professional environmental engineering, sanitation, or related work, pertaining to water resources, two (2) years of which shall have included supervisory responsibility.
License
Appointees will be required to possess a valid New Jersey driver's license.
Knowledge, skills and abilities
Knowledge of and familiarity with appropriate department laws, rules, regulations, requirements, and policies. Knowledge of and familiarity with the legal requirements and procedures for collecting samples and specimens and of proper storage and transporting methods. Knowledge of and familiarity with the use of the specific equipment and collection, recording, measuring, and testing devices used in the field and of the maintenance and field calibration of equipment and devices. Knowledge of the use of maps, charts, and diagrams. Ability to plan investigations, inspections, and surveys. Ability to assign and coordinate work and to supervise the performance of others. Ability to understand, remember, and carry out oral and written directions and to learn quickly from oral and written explanations. Ability to give clear and complete oral and written directions and explanations. Ability to perform the plan duties in hazardous environments with safety. Ability to work alone or as one of a team and to work harmoniously with co-workers and members of the public and other agencies. Ability to observe and instruct others in established safety rules and precautions. Ability to instruct others in both field and administrative duties assigned. Ability to collect and evaluate extensive data, prepare accurate reports based thereon, and review reports prepared by others. Ability to supervise the maintenance of essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Applicants who do not possess the required experience may substitute college credits in natural, chemical, environmental, biological, or engineering sciences on a year-for-year basis up to two (2) years. (Twenty-two semester hour credits in the above technical subjects and eight (8) semester hour credits in general subjects equalling one (1) year of college credits).
