Definition
Under the general direction of a supervisory official in a state department, institution, or agency, does the field and office work involving the conduct of more complex and difficult inspections of places within a designated area of the state as well as varying state- wide assignments; enforces and ensures compliance with public safety and health regulations as required by various state safety statutes; assists in the training of Safety Inspectors pertaining to new regulations, laws, and standards; does related work as required.
Examples of work
- Arranges schedule of general inspection and follow-up inspection activity, continuously revising the schedule of inspection activity as made necessary by assignments to investigate imminent hazards, complaints, fatal and serious accidents, fires, and special emphasis inspection projects.
- Investigates and inspects equipment and operating conditions including lighting systems, high pressure hydraulic systems, electrical wiring systems, power transmission and distribution, demolition, overhead protection, fire prevention and detection equipment, protective equipment, means of egress and ingress, and other means used to protect lives and ensure the safety and health of workers and the public, and to comply with the laws of New Jersey.
- Issues a handwritten "order to cease violations" in more difficult cases when inspection and investigation reveals violations; cites specific regulations and laws violated and describes the nature of the violation in detail; fixes a reasonable time for abatement based on the seriousness of the hazard, the work required to correct the condition, and the time required to obtain and install needed material or equipment including time permitted for abatement on the "order."
- Makes follow-up inspections to determine compliance with orders issued; if violations are not abated, recommends extension of time for compliance, or prosecutes to enforce the order based on the facts in each situation.
- Takes the lead in complex cases in recommending how much of a monetary penalty should be imposed for each violation, giving due consideration to the size of the business, the gravity of the violation, the good faith of the employer or owner or other person responsible, and the history of previous violations.
- Recommends issuance of an imminent hazard order prohibiting further employment or operation if inspection and investigation reveals violations which could reasonably be expected to cause death or serious physical harm immediately or before such imminent hazard could be eliminated through usual enforcement procedures.
- Investigates or supervises the special investigation of the more complex and difficult fatal accidents, explosions, fires, and complaints, seeking contributory causes, determining if any violations exist, and frequently preparing formal recommendation designed to prevent the recurrence of such incident.
- Conducts and/or coordinates the conduct of fire safety and fire safety-related inspections of the assigned institution.
- Assists with field training of new employees, and assists in rendering instruction to Safety Inspectors pertaining to the changes, revisions, or establishment of laws, regulations, and standards.
- Ensures that fire safety apparatus is in working order.
- Measures distances, prepares sketches, and uses explosives meters, Megger Ultrasonic Tester, and other scientific and engineering equipment and instruments to determine compliance with regulations.
- Appears as a witness in enforcement actions of a complex nature such as show cause hearings, administrative hearings, settlement conferences, and court actions.
- In the course of enforcement activity, instructs the public, employers, employees, and their representatives in the complexities of occupational and public safety and health regulations, accident prevention, and first aid.
- Prepares clear, sound, accurate, and informative written reports of difficult and complex inspections, follow-up inspections, complaint investigations, and accident investigations including, when required, statements of violations of law, and containing findings, conclusions, and recommendations for the elimination of hazardous conditions and practices.
- Reads and applies state occupational and public safety and health statutes and regulations, and receives reinforcement training as each new regulation is promulgated to keep current in the area.
- Maintains such records at home as are necessary to enable proper scheduling of complex and detailed inspection activities.
- Maintains and documents essential records and files as outlined by department regulations and state safety statutes.
- May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Five (5) years of experience in the construction, repair, or inspection of buildings and/or mechanical equipment in the industrial, mercantile, manufacturing, or recreational industry.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of and familiarity with proper use and handling of scientific testing used on above subjects.
- Knowledge of the procedures most likely to be effective and the problems involved in making mandatory inspections and investigations and preparing reports thereof.
- Knowledge of the methods used in testing fire detection and signal systems, elevators, hoists, machinery safeguards, buildings, construction sites, and businesses for safety and compliance with the law.
- Knowledge of elementary safety and industrial conceptions, terminology, tools, devices, and procedures.
- Knowledge of and familiarity with the fire safety equipment required by laws of New Jersey and their proper installation, service, and inspection.
- Knowledge of current business and industrial activities in New Jersey, and of the public and worker health and safety hazards.
- Knowledge of and familiarity with firefighting equipment required by laws of New Jersey and their proper installations, service, and operation.
- Ability to organize assigned inspection work, analyze inspection problems, and develop appropriate work procedures.
- Ability to comprehend, analyze, and interpret the laws and regulations of New Jersey pertaining to the protection of the health, safety, and welfare of workers and the public.
- Ability to organize assigned field and office work and develop effective work methods.
- Knowledge of and familiarity with the laws, regulations, and procedures of New Jersey which pertain to institutional fire safety.
- Ability to make the required difficult inspections and investigations.
- Ability to prepare clear, sound, accurate, and informative reports of investigations containing findings, conclusions, and recommendations.
- Ability to maintain essential reports, records, and files.
- Ability to comprehend, analyze, and interpret basic regulatory laws and apply them to specific situations.
- Ability to conduct required extensive field visits, inspections, and tests.
- Ability to assist with instruction of a group of Safety Inspectors regarding changes in safety statutes or promulgation of new standards and regulations.
- Ability to take and maintain a firm stand when differences of opinion and interpretation arise.
- Ability to read and interpret blueprints.
- Ability to recognize actual and potentially dangerous conditions hazardous to workers and public health and safety.
- Ability to make special complex investigations as may be required.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
