Definition
Under the general direction of a supervisory officer in a state department, institution, or agency, assists in the planning, organization, direction and evaluation of various office support services; supervises the staff and work programs involved with purchasing, procurement, printing, mailing, graphic arts, supplies, moving and other related functions; does related work as required. This title may also supervise the staff and work programs involved with clerical support and information processing.
Examples of work
Upon request, provides technical advice and consultation to management regarding office services and office support programs. Prepares contracts; develops, processes, controls and approves waiver requests; prepares requisitions and purchase orders. Establishes and maintains working relationships with the various units and all departmental user agencies. Makes recommendations on bids submitted by vendors. Attends demonstrations of new equipment and office supply materials; meets with sales and product representatives and prepares summary recommendations. Confers with the supervisory officer regarding the effectiveness and efficiency of service provided by the units and devises new and/or improved methods of operation. Arranges and schedules projects based upon staff and equipment availability. Organizes technical work, analyzes printing and any related problems. Prepares estimates and cost analyses for the annual budget and intra-departmental budgets and makes effective economic recommendations to the units requesting services. Assists with the work of locating, leasing, renovating and repairing office space including the moving and/or installation of electric and telephone service. Assists with the coordination of requests for new or revised telephone facilities in conjunction with the Department of the Treasury and telephone company representatives. Maintains the agency's internal telephone directory and assists with the procurement and maintenance, rental and/or purchase of remote paging equipment. Supervises the overall functions of assigned sections, including but not limited to: stock and storage, maintenance contracts, moving, in-house printing operations, reproduction, graphic arts, mail services, space, equipment and supplies, purchase and service contracts, motor pool, telephone and inventory control. These functions may also include information processing and clerical support. Instructs staff in office procedures and practices; determines unit goals and sets service standards; compares and evaluates actual work performance with work standards in determining progress towards goals; arranges for training as required. Supervises the work operations and/or functional programs and has responsibility for employee evaluation and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Prepares clear, sound, accurate, and informative statistical, financial and other reports containing findings, analysis, conclusions, and recommendations. Plans and organizes the work of the mail services. May plan and organize the work of the clerical support programs and information processing services. Supervises and/or assists in maintaining an inventory and record of supplies, control of forms, and materials throughout the department. Supervises the design and layout of various newsletters, flyers, forms, brochures, and other publications. Establishes and maintains essential records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the operational needs which must be met by an office services unit and the methods suited to meet them. Knowledge of modern office procedures, methods, equipment, materials, and supplies and their adaptation to the technical requirements of a large organization. Knowledge of the administrative and other problems involved in managing files and records retention and storage. Knowledge of printing and reproduction processes and the characteristics of papers and inks. Knowledge of the machines, materials and technical problems involved in the reproduction section to ensure an efficient service. Knowledge of U.S. Postal Service regulations and the means of effecting postage economies. Knowledge of the techniques of micrographic systems and record management and their applications. Knowledge of form and inventory control and their application. Ability to interpret the laws, regulation, policies, standards and procedures of the Purchase Bureau. Ability to utilize contract vendors. Ability to prepare or direct the preparation of requests for proposals when suitable services and/or products are not available via contract vendors. Ability to plan, organize, and coordinate the service activities and programs of the various sub-units of the unit. Ability to assign, instruct, and supervise unit employees in the performance of their work. Ability to comprehend complex technical and administrative problems involved in planning and coordinating support programs of office services for a state department. Ability to determine ways to increase the effectiveness and efficiency of services provided by the unit. Ability to establish and maintain positive cooperative working relationships with employees of the unit, members of the Department, Central Printing Control, Capital Post Office, and the Purchase Bureau, Department of the Treasury. Ability to prepare or direct the preparation of official correspondence related to official duties assigned. Ability to estimate the costs of specific and/or tentative projects and changes in methods. Ability to establish realistic work schedules and take the measures required to meet peak-load and emergency demands. Ability to prepare clear, technically sound, accurate, informative statistical, financial, and other reports of the unit programs containing findings, conclusion and recommendations. Ability to supervise the maintenance of essential records, reports, files, and micrographic systems. Ability to read, interpret and apply the rules, regulations, policies and procedures of the Department of the Treasury. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience involving general administrative support services and procurement activities, at least one (1) year of which shall have been in a supervisory capacity. Activities include: graphic arts, printing operations, forms design and reproduction services, mail services, courier services, stock, storage, supply, and inventory services. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. Activities include: graphic arts, printing operations, forms design and reproduction services, mail services, courier services, stock, storage, supply, and inventory services. OR Possession of a master's degree in Public Administration or Business Administration; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. Activities include: graphic arts, printing operations, forms design and reproduction services, mail services, courier services, stock, storage, supply, and inventory services. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
