Definition

Under the direction of the Police Captain, Palisades Interstate Park, has charge of subordinate police officers engaged in providing assistance and protection for persons, in safeguarding property, in assuring observance of the law and in apprehending lawbreakers, has charge of a police platoon, and/or performs specialized police duties; does related work as required.

Examples of work

• Assigns, instructs, and supervises the work of Police Officers and Patrol Sergeants, Palisades Interstate Park; provides them with needed advice and assistance when difficult problems arise and checks their work to see that proper procedures are followed, reasonable standards of workmanship, conduct, and output are maintained, and that desired police objectives are achieved.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
• Directs criminal and non-criminal investigations and sees that appropriate police action is taken.
• Patrols the Park to observe subordinates on duty and to assist in police activities.
• May take and file fingerprints; may keep a desk blotter, arrest book, and a property book.
• When necessary, apprehends, warns, or takes into custody violators of the law; makes thorough investigations and prepares appropriate report on the police action taken.
• Sees that needed police protection is provided when large sums of money are in transit, when there are fires, outbreaks, and other conditions which might result in disaster, and when large numbers of persons congregate for any reason.
• Prepares and directs the preparation of police reports.
• Maintains essential records, reports, and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Education

Graduation from high school or vocational school or possession of an approved high school equivalent certificate.

Experience

One year of service as a member of a uniformed police unit with a rank equivalent to that of Police Sergeant.

License

Appointees must possess a driver's license valid in New Jersey.

Knowledge, skills and abilities

• Wide kKnowledge of the proper police procedures to be used in dealing with people and in safeguarding buildings and property.
• Wide kKnowledge of the problems involved in following established procedures embodied in police rules and regulations.
• Considerable kKnowledge of maintaining order in the buildings and on the Park grounds and areas among visitors and in controlling and regulating vehicular traffic to assure safety, reasonably rapid movement to traffic, and a minimum of interference.
• Knowledge of the laws and rules and regulations which are significant from the police point of view.
• Knowledge of the methods likely to be useful in providing citizens and others with proper police information, service, and protection.
• Ability to acquire wide knowledge of the types of police communication useful and feasible in the
• Palisades Interstate Park Police Department.
• Knowledge of the methods of detecting, apprehending, placing charges, safeguarding, and prosecuting lawbreakers.
• Knowledge of the problems and procedures involved in providing police protection at places and times when it is needed.
• Knowledge of the measures likely to be useful in dealing with juveniles in such a manner as to enlist their support and minimize the types of behavior which may result in juvenile delinquency.
• Ability to acquire wide knowledge of the types of police communication useful and feasible in the Palisades Interstate Park Police Department.
• Ability to comprehend, analyze, interpret, and apply to specific situations laws, local ordinance, and Palisades Interstate Park Commission police rules and regulations.
• Ability to organize the police work in such a manner as to provide needed services and protection and to make effective use of funds, personnel, equipment, and quarters.
• Ability to give suitable assignments and instructions to members of the Police Department, provide them with needed advice and assistance when difficult and unusual problems arise and check their work to see that proper procedures are followed, that reasonable standards of workmanship, conduct, and output are maintained, and that desired police objectives are achieved.
• Ability to take the lead in establishing and maintaining helpful and cooperative relationships with individuals and groups interested in the maintenance of law and order and to make certain that members of the force treat citizens and others with uniform courtesy and consideration and provide them with proper information and police services.
• Ability to provide the Police Officers with direction and assistance necessary to assure the orderly handling of traffic.
• Ability to supervise the investigation and disposition of complaints, to direct the police activities necessary in keeping good order at places where people assemble in large numbers.
• Ability to see that children are provided with the assistance and protection they need.
• Ability to prepare and supervise the preparation of clear, sound, accurate, and informative police reports.
• Ability to direct the establishment and maintenance of needed police records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.

<b>SPECIAL QUALIFICATIONS:</b>

Appointees must have satisfactorily completed the police training course given at Sea Girt, New Jersey by the Division of the State Police, Department of Law and Public Safety or other accredited police training course.

Appointees to this position must successfully qualify semi-annually in the use of firearms.
